Organizational Context

Organizational Setting

The post is located in the Global Challenges Division whose objective is to strengthen WIPO's position as the leading intergovernmental forum for addressing the intersection between intellectual property and global public policy issues. The Division engages substantively with other UN and intergovernmental organizations, the private sector and civil society in order to lead and inform policy deliberations. Importantly, the Division develops practical contributions to demonstrate in tangible ways the benefits of intellectual property in the search for solutions to major challenges facing humanity, including global health and climate change.

Purpose Statement

The Head of Global Health forms part of a multi-disciplinary team focusing on global health issues and plays a lead role in advocating for and advancing the global health program and its strategies, initiatives, and activities, with an emphasis on establishing partnerships and working with external partners in relation to global health.

Reporting Lines

The incumbent works under the supervision of the Director of the Division.

Duties and Responsibilities

The incumbent will perform the following principal duties:

  • Lead, plan and manage the Global Health unit’s work to ensure the effective management and efficient use of all financial, human and other resources. Develop planning and budget proposals and activities in conformity with defined outcomes and objectives. Assess and ensure individual and team operational performance levels, as well as overall Key Performance Indicators (KPIs) for the global health portfolio and take action as appropriate.
  • Conceptualize, design, implement, evaluate and manage highly innovative initiatives and projects involving external parties to address global health issues and advance the Organization’s reputation, especially WIPO Re:Search. As an authoritative expert, take a lead role in developing and improving methods and systems for the design and evaluation of projects.
  • Assess developments, challenges and issues in global health and provide analysis and advice to the Director on areas presenting an opportunity for the further development, taking into account economic, social and political conditions.
  • In collaboration with the Director, develop program strategies and policy related to global health. Formulate and develop conceptual approaches and policy frameworks for cooperation activities and manage the preparation of related reports.
  • Lead proactive engagement and promote WIPO coordination with governmental, NGO, industry and other stakeholder groups on global policy challenges related to health, including organizing and leading global-health focused seminars and side events. Identify and initiate measures to strengthen institutional relations and build sustainable partnerships.
  • Design and develop processes and mechanisms for improved horizontal collaboration and strategic alignment; coordinate efforts with concerned work units in the sector and throughout the Organization to share knowledge and identify advocacy and communications opportunities on WIPO’s activities on global health.
  • Represent the Organization at national, international and regional meetings.
  • Perform other related duties as required.




  • Advanced university degree in international relations, health, law, regional studies or other relevant discipline. A first-level university degree plus an additional two years of professional experience may be accepted in lieu of the advanced university degree.



  • At least ten years of progressive professional experience in policy analysis, advocacy and public-private partnerships, with a strong focus on global health, preferably in both an international and corporate environment. Demonstrated record of establishing and managing multi-sectoral partnerships related to intellectual property and public policy issues, preferably in global health.



  • Excellent knowledge of written and spoken English.

  • Experience in relevant private sector industries or other sectors/institutions addressing global health issues.
