Reporting Lines

The Technical Advisor reports to the FAO Representative (FAOR) and under the technical supervision of the Lead Technical Officer (LTO) and the relevant Divisions at FAO Headquarters. S/he will work in collaboration with the national team of the project, government structures such as, Ministry of Agriculture, Ministry of Animal Resources, Commissioner for Refugees of the Government of Sudan (COR) and relevant FAO technical and support staff and consultants as well as partners.

Technical Focus

  • Agriculture/bio fortification of crops (focusing on Sorghum and Millet)
  • Value chain (focusing on animal production, fattening and dairy, and fodder)

Key Results

Comprehensive technical and policy expertise to support the planning, development and implementation of Departmental/Division programmes, projects, products and services in accordance with Departmental/Division objectives and FAO Strategic Objectives.

Key Functions

  • Provides technical leadership assistance on the development, the implementation and evaluation of assigned programmes/projects; assists to the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions;
  • Assists to the coordination of programmes and reviews the assessments of issuesand trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
  • Assists/supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
  • Contributes to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations
  • Participate in activities; structures training workshops, seminars, makes presentations on assigned topics/activities;
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties;
  • Provides advice to Chief Technical Advisor to develop policies and strategies as well as national protocols and guide lines for projects with specific domains related to FAO's work.

Specific Functions

  • Coordinates all projects/activities implemented by FAO in Kassala State and acts as a focal point for the Kassala programme;
  • Represents FAO in Kassala and liaises with the State’s government officials, UN Agencies, humanitarian and development partners and beneficiaries in Kassala on programme implementation and delivery;
  • Oversees projects implementation including the Emergencies, Value Chain and the Food Fortifications projects activities, reviews achievements as planned, and advises on appropriate corrective or preventive actions in case of deviations from original or approved plans;
  • Supports diverse groups of beneficiaries (Internally displaced persons/Refugees/host communities) and contributes to greater stability and reducing factors at the root of irregular and forced migration;
  • Supports the establishment of growers/dairy producers associations;
  • Facilitates contact with partners/relevant stakeholders and explore funding opportunities;
  • Provide guidance to the FAO Kassala staff in all aspects of work planning, implementation, monitoring and evaluation, timely provision of project inputs, and delivery of outputs;
  • Contributes to the screening and selection of implementing partners and organize the IPs capacity building workshop when required;
  • Drafts ToRs for technical experts when and if required;
  • Initiates, with support from projects staff, the procurement process by providing technical specifications and information to the Operations and Procurement Units;
  • Consolidates and reviews reports and follows up on the transfer of assets when required;
  • Strengthens the overall technical and analytical capabilities of the local team and acts in a supportive manner;
  • Coordinates timely Needs Assessments in Kassala for effective livelihood responses and participates to Kassala cluster meetings;
  • Performs other duties as required.

Minimum Requirements

  • Advanced university degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related field;
  • Seven years of relevant experience in technical cooperation–related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Relevance and extent of experience in in technical cooperation–related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
  • Relevance and extent of experience in working with inter-governmental bodies and multi-disciplinary teams.
