Position Summary:

RI is looking to expand its health programming in humanitarian response, emergency, protracted relief and recovery, and development settings and is seeking an International Medical Coordinator/Technical Sector lead, based in Tehran who will focus on designing new programmes; providing technical support to quality and effective program implementation (including supervising activities, M&E, reporting), fund raising, advocacy and coordination with key actors; and facilitating learning within the organization and building on best practices within the health sector globally. The candidate is expected to be fluent in English. Knowledge of Farsi is desirable

Position Responsibilities and Duties:

Technical leadership and Health Programme Management (60%)

  • Overall responsible for the technical quality and standard of RI-Iran programmes across operational areas, within budgets and workplans, focusing on producing required deliverables;
  • Overall responsible for supervising and supporting timely and effective implementation of health projects and activities, including achieving set indicator targets and objectives;
  • Ensure that RI-Iran health projects and activities are coherent with RI’s sector-specific strategy, international standards and related donor contractual obligations;
  • Conduct field visits, for monitoring, consultation with key stakeholders and providing support to teams for ensuring timely and effective project implementation, determining gaps and needs, addressing them and taking corrective measures within appropriate timelines;
  • Coordinate with other RI sectors in Iran to integrate health and hygiene related activities/indicators, especially through awareness building, and mainstreaming protection and cash aimed at enhanced well-being and access to health services amongst beneficiaries;
  • Organize and develop implementation work plans, projected spend downs, no-cost extensions, donor Topups as and when required;
  • Liaise with Finance and Procurements/Operations team to ensure health programs align with forecast expenditure;
  • Work closely with MoHME and BAFIA for all project activities and regularly follow up on all action points;
  • Ensure appropriate links are established amongst humanitarian actions and longer-term health sector plans, incorporating the concept of ‘building back better’ and specific risk reduction measures;
  • Clearly defines training needs of health staff and ensures they are able to access training and professional development resources appropriate to their skill gaps/needs.

Strategic Decision-making and Programme Development

  • Develop the RI-Iran health strategy and ensure all projects and activities are designed in coherence with the same;
  • Develop position papers based on project data, country context and current trends;
  • In consultation with members, produce an annual work plan for the health response that supports strategic priorities and aligns with the overarching humanitarian response;
  • Promote adherence of standards and best practices taking into account the need for local adaptation;
  • Provide leadership and strategic direction to the team in the development of proposals and programme planning;
  • Ensure that humanitarian health needs are identified by planning and coordinating joint, inter-cluster, initial rapid assessments adapting to the local context;
  • Lead and contribute to the joint analysis of information and data leading to joint identification of gaps in health response and agreement on priorities to inform the development of a health response strategy;
  • Contribute to identifying critical issues that require multi-sectoral responses, and plan the relevant synergistic interventions with the other working groups/clusters concerned.

Monitoring and Reporting

  • Ensure active contribution to and involvement in monitoring of health interventions; ensure the collation, analysis and sharing data related to project activities and health context for purposes of designing new interventions, donor advocacy and fund raising;
  • Support the development of needs assessments, screening, KAP questionnaires and conduct in-depth analysis on the same;
  • Supports field teams in ensuring that robust monitoring systems are in place and reviews are undertaken periodically;
  • Work with the M&E team to design and implement a data generation and reporting system to monitor and evaluate project and programme objectives, indicators and outcomes as well trends of the epidemiological context;

  • Conduct monitoring visits to project locations; develop field visit reports and action plans and following up on any actions;
  • Ensures epidemiological data, medical protocols, national health policy and assistance programmes from key players in the healthcare sector for the country are monitored and analyzed in conjunction with RI health advisor.

Contingency Planning and Capacity Building

  • Lead joint contingency planning for potential new events or set-backs, when required;
  • Identify urgent training needs in relation to technical standards and protocols for the delivery of key health services to ensure their adoption and uniform application by all staff;
  • Coordinate the dissemination of key technical materials and organize training with a special focus on standards and best practice;
  • Build technical capacity of RI teams, partners, NGOs and government counterparts as required.

External Representation and Communication

  • Represent the organization in concerned working groups, external meetings, authorities and stakeholders as and when required. Provide consolidated feedback to all members and other working groups/clusters on a regular basis;
  • Identify, make contact and maintain communications with health stakeholders and existing coordination mechanisms, including health authorities, national and international organizations and civil society actors;
  • Coordinate with RI Global Health Technical Advisor and other technical and operational staff;

Areas of Expertise:

RI wishes to identify a Medical Coordinator/technical Lead with demonstrated experience and expertise in:

  • Health program design and development, most notably for the European Union (EU),ECHO, DFID, GFFO and global health donors;
  • Design and implementation of health programs in fragile states and for refugee and IDP populations;
  • Technical writing for health proposals, M&E design, program reports, and strategic global planning;
  • Monitoring, Evaluation, and Learning in health programming;
  • Working with host-country government, standards, and requirements including Ministries of Health;
  • Designing and performing needs and beneficiary assessments and overall M&E plans for projects;
  • Health programming in emergency, protracted crisis, and development settings in the following sub-sectors:
    • Prevention campaigns to control and decrease disease outbreaks;
    • Nutrition interventions, Community–Based Management of Acute Malnutrition (CMAM);
    • Reproductive maternal health support;
    • Primary health care, clinic and hospital treatment services support.
  • Providing thought leadership in leading health networks.

Qualifications & Requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in demanding and often difficult environments.

  • Master’s degree in International Public Health, or other Health Practitioners’ areas of study/related field;
  • 6 years experience in health sector on donor-funded projects; with two years in fragile states;
  • 4 years experience in health sector supporting project teams on full project cycle technical needs (design, implementation, M&E, lessons learned), experience in emergency or protracted crises setting desired;
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently in high-stress environment;
  • Speaking and writing fluency in English is required;
  • Excellent time management skills, resourcefulness, with strong attention to detail;
  • Ability to work virtually with team members spread out around the world;
  • Excellent analytical and organizational skills;
  • Ability to think critically and creatively;
  • Proficiency in Microsoft Office;
  • Excellent representation, presentation and communication skills;
