Organizational context

The incumbent takes full responsibility for the management and the development of the Madrid System for the International Registration of Marks (Madrid Registry) addressing challenges such as the increasing demand for international registration and protection, the changing geographical composition of demands and the need for assistance in developing countries, and delivering a full fledge service to users, including Member States as well as private sectors and ensuring the global positioning of the Madrid System.

The incumbent reports to the Deputy Director General responsible for the sector.

Duties and responsibilities

The incumbent will perform the following principal duties:

  • Chart the direction for Madrid service and system development and delivery, and strengthen WIPO’s strategic position in the international trademark system by driving, creating and maintaining a state of the art operational and document translation environment for Madrid to enhance productivity and service levels. Manage change and the development of improved organizational response capacities. Anticipate future challenges and adjust to changes in the international trademark environment;
  • Develop strategies and policies to align the Department’s profile and functioning with longer term Madrid application filing patterns and language-related challenges facing the international trademark system, including through the strategic use of information technology and outsourcing; build partnerships with other WIPO work units and contribute to wider organizational change. Establish objectives and identify strategies for the efficient running and sound operational, legal and geographical development of the Madrid System;
  • Direct the Department’s portfolio of work, exercise strategic asset management and take overall management responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with results-based management principles;
  • Manage the entire spectrum of the Department’s highly visible areas of work and activities, empower an integrated management team to act creatively and deliver a world class Madrid system, ensuring that the services provided meet the challenges in maintaining the Madrid System as the preferred choice in the International Registration of Marks;
  • Initiate and coordinate preparatory work and follow-up actions relating to relevant WIPO legal bodies and working groups focusing on the simplification of the Madrid System and other international conferences convened by WIPO;
  • Lead the work of a very large and diverse team of professional and general service staff. Cultivate and motivate the Department’s staff, and foster an organizational culture oriented towards the continual search for innovative approaches to complex Madrid challenges and quality service delivery in a constantly changing and evolving operational environment;
  • Lead strategic engagement with WIPO Member States. Develop and maintain high-level contacts with national, regional and intergovernmental authorities to address Member States concerns with the view to enlarge the geographical coverage of the Madrid System;
  • Represent WIPO at high-level international, regional and national meetings. Provide strategic and authoritative advice regarding Organizational position, opportunities and risks, and demonstrate the highest value to clients, stakeholders and beneficiaries in relation to their interest and investment;
  • Perform other related duties as required.

Requirements

Education

Essential

  • Advanced university degree in Business or Public Administration, Law, Management, Social Science, Science, Engineering or related field. A first-level university degree plus two years of relevant experience in addition to the experience required below may be accepted in lieu of the advanced university degree.

Experience

Essential

  • At least fifteen years of progressively responsible experience, of which at least seven in an international environment in the field of programme management or administration of IP rights, including in a senior managerial capacity;
  • Extensive knowledge of the international IP system, with good understanding of the strategic WIPO priorities and of the process management and legal skills in the field of marks;
  • Demonstrated ability to advise senior management on international policy, strategies and priorities, to formulate related strategic plans and to effectively implement them.

Desirable

  • Experience working with national IP offices or the private sector on intellectual property rights or related fields;
  • Experience in managing a large and diverse team.

Languages

Essential

  • Excellent knowledge of English.

Desirable

  • Good knowledge of French or Spanish.
