Senior Policy Advisor

The Senior Policy Advisor provides technical leadership for policy and advocacy initiatives to increase access to safe abortion services. The primary focus of this position is on working with policy makers and a wide range of national and international stakeholders and at the national level to advocate for abortion law reform and implementation. The Senior Advisor is also responsible for implementing strategies to improve the enabling environment in support of women's reproductive rights, with a focus on abortion care. The role also builds the capacity of regional networks to support Ipas's mission.


  • In coordination with in-country and HQ staff, provides policy technical leadership for national policy strategy;
  • Plans and budgets activities to support and move forward overall policy strategy, monitors the implementation of activities, and supervises policy staff to achieve the planned outcomes;
  • Builds and nurtures relationships with government officials to advance abortion law reform and related implementation;
  • Builds and nurtures relationships with organizations on the national level (both local and international) to advance abortion law reform and related implementation;
  • Oversees development and maintenance of advocacy networks and partnerships with organizations and institutions;
  • Addresses the media on policy issues and abortion law reform from a legal and human rights perspective and works with journalists to develop related stories;
  • Organizes events such as sensitization workshops, briefings, etc. and provides ongoing information to a wide range of stakeholders and partners;
  • Monitors and tracks Policy-related events, news and developments in Sierra Leone and external events and developments with an impact on Policy work in Sierra Leone, briefs team and HQ colleagues;
  • Supports fundraising initiatives for policy strategy by contributing to donor proposals and preparation or review of donor reports;
  • Drafts white papers and policy briefs for influencing policy and increasing access to safe abortion services;
  • Represents the organization at various national, regional and international meetings;
  • May monitor small grants;

  • To approach work with a customer service mindset, provide outstanding customer service, including handling phone calls and emails in a timely and professional manner;
  • Contribute to capacity development across the organization, including at district and service delivery levels;
  • Any other task assigned by supervisor and management;
  • Key Internal & External Customers, Suppliers, Partners, Stakeholders, Third Parties;
  • Reports to Country Director in reference to country program's policy efforts and needs, management of policy programs, supervision of policy staff, and other project issues;
  • Works with NC Global and Country office policy team members in reference to logistics, implementation of activities, and program needs;
  • Works with Finance staff in reference to budgets, grants and other financial issues;
  • Manages relationships with external entities including partner organizations, donors and consultants.


  • Minimum requirement for the position;
  • Bachelor's degree in relevant field;
  • 6 years of experience;
  • Strong communication and presentation skills;
  • Ability to negotiate and communicate with senior staff of private organizations and Government officials;
  • Working knowledge of Microsoft Office suite and email systems;
  • Excellent written and spoken English skills.

Preferred requirements

  • Law degree
  • Master's degree in relevant field
