POSITION MANDATE
Resonance implements the USAID/Ukraine Analytical Services in Support of the Economic Resilience Activity (ERA). ERA is an economic recovery activity implemented by DAI. Namely, Resonance assists the Office of Economic Growth (OEG) in (a) obtaining the data necessary to adapt the programming of the ERA contract to the rapidly changing operating environment in Ukraine; (b) assessing the performance of the ERA implementer throughout the life of the activity; (c) evaluating the performance of ERA and other economic growth activities in its portfolio.Since the onset of the war in Ukraine, ERA continues to adapt its programming and implement activities with displaced businesses, universities and individuals across Ukraine. Resonance continues to support USAID with research, assessment, reporting and evaluation services in relation to ERA and Ukraine’s economic recovery more broadly.  
 
The Senior Technical Advisor will support implementation by providing economic and evaluation expertise to all the major activities undertaken by Resonance. The Senior Technical Advisor must have demonstrated experience in monitoring economic indicators, analyzing economic data (both macro and sector/firm-level), evaluating economic growth projects, preferably in volatile, conflict, or post-conflict environments, and experience in the micro, small, medium enterprise (MSME) development sector. 
 
This is a part-time position based remotely with the possibility of occasional travel. It reports to the Director of the MEL team. Hiring is contingent upon USAID approval of the candidate. The position is for approximately one year (September 2023 – August 2024) with the possibility of extension.  
 
OUTCOMES / ESSENTIAL FUNCTIONS
  • The Senior Technical Advisor will work alongside the Team Leader to ensure successful implementation of all major activities during the remaining one-year implementation period of the Analytical Services in Support of the ERA contract. S/he will serve as the lead subject matter expert for Analytical Services, ensuring that relevant economic expertise informs all research design, monitoring and evaluation activities, performance assessments, analysis of economic data, and other tasks that maybe be requested by USAID. Specific responsibilities include:  
  • Work alongside the Team Leader to ensure that project deliverables are of high-quality and are accomplished on time and in accordance with USAID expectations. 
  • Support ongoing monitoring and assessment of ERA’s economic development activities with SMEs, entrepreneurs, and targeted vulnerable groups (e.g.women, internally displaced persons, persons with disabilities, veterans, etc.) through review of programmatic documents, reported indicator data, and interviews with stakeholders, partners, and beneficiaries.  
  • Lead the design and support implementation of economic-related surveys and other research. This may include one-time and bi-monthly or quarterly business surveys and ad-hoc research related to opportunities and constraints faced by the labor force and business community, economic confidence, sector assessments, or other relevant topics as requested. 
  • Lead the tracking, analysis and reporting of macroeconomic statistics and sector or firm-level data for Ukraine, particularly in the agricultural, manufacturing and IT sectors.  
  • Lead development and refinement of data collection instruments and data tracking tools in support of project activities. 
  • Lead or support the design, coordination, and implementation of an evaluation of one or more USAID-funded economic growth projects.  
  • Lead data analysis and development of reports and written deliverables, including evaluation and assessment deliverables, routine reports, and ad-hoc presentations or other documents, etc.  
  • Lead economic growth technical review and input related to SME development and market systems for adjustment and assessment of ERA programming. 
  • Participate in meetings with USAID and other key partners/informants, as necessary.  
  • Present findings and deliverables to USAID through oral debriefings and presentations.  
  • Other duties, as relevant and necessary. 
 
REQUIRED EDUCATION & EXPERIENCE
  • Master’s degree in economics, international development, political science, international business, statistics, regional studies, or another related field 
  • Extensive experience in designing and conducting business trends and perceptions surveys 
  • Experience in both quantitative and qualitative data collection in conflict/post-conflict environments 
  • Experience in planning and conducting mixed-method evaluations 
  • Expert knowledge of MSME economic development strategies, particularly as relevant to post-conflict economic recovery scenarios 
  • Excellent verbal and written presentation skills 
  • Fluency in English required 
 
PREFERRED EDUCATION & EXPERIENCE
  • Previous experience working on field-based economic development initiatives for USAID funded programming highly preferred, particularly MSME development programming 
  • Previous experience reporting on economic growth indicators and/or implementing monitoring activities for USAID-funded economic growth activities 
  • Russian or Ukrainian language proficiency preferred, not required 
  • Experience conducting data analysis in SPSS or other quantitative software 
  • Familiarity with Dedoose, Nvivo or other qualitative analytical software 
  • Experience considering gender and vulnerable groups in economic growth or MEL programs
 
COMPETENCIES
  • Proficiency using Microsoft Excel for quantitative data analysis 
  • Experience interpreting and reporting on macro-economic statistics (GDP, real GDP, consumer price indices, trade data, etc)  
 
TRAVEL EXPECTATIONS 
The employee must be able to travel domestically and/or internationally and up to 15% for work assignments. Most of the assignments will be done remotely, with possible short-term travel to Ukraine or in the region to be authorized by Resonance and USAID if/as security conditions permit. 
 
WORK ENVIRONMENT & PHYSICAL DEMANDS 
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers.  The employee must be able to lift and move up to 15lbs at times.

US work authorization required. Candidates without US work authorization may be considered, contingent on USAID approval. 
 
SALARY RANGE 
$580 - $720.38 per day (USAID max)
