Chief of Party



Chemonics seeks a chief of party for the USAID-funded Tajikistan Read with Me (RWM) project. This five-year (October 2016 to September 2021), $19 million project aims to improve reading outcomes for students in grades one through four in targeted schools in Tajikistan. The project will do so by making reading materials more available, advancing reading instruction, promoting innovations and partnerships that improve literacy outcomes, and increasing government support for young readers. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall leadership and management; oversee and participate in strategic planning; ensure that quality requirements are met or exceeded
  • Produce reports on the project and other deliverables
  • Liaise with USAID and other project partners
  • Engage and collaborate with key members of the Ministry of Education and Science (MoES) and other government agencies involved in advancing primary grade reading
  • Ensure that the project’s objectives are achieved


  • Advanced degree in education, international development, or a related field of study required; doctorate in education preferred
  • Experience managing international development programs, including education projects
  • Proven expertise in primary education, reading instruction, or innovative partnerships required
  • Ability to communicate strategically with a wide range of stakeholders (e.g., USAID, Tajikistan’s MoES and its affiliates, leaders in the field of education, pedagogical instructors, school directors, and local business partners)
  • Strong presentation, reporting, and intercultural skills
  • Strong management skills and an ability to manage a large field office and remote staff
  • Experience developing supplementary reading materials, in-service or pre-service training modules, the Early Grade Reading Assessment (EGRA), and other formative assessments; experience capacity strengthening
  • Demonstrated knowledge of reading acquisition, instruction, and assessment
  • Demonstrated ability to find and develop opportunities to establish public-private partnerships
  • Experience working in Tajikistan or Central Asia preferred
  • Experience as a chief of party for a previous USAID project preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in Russian or Tajik strongly preferred
