Chief of Party

The COP will provide overall project leadership, strategic guidance, managerial and technical oversight with final responsibility for achieving cost effective, timely, contractually compliant project results and impacts. The program is anticipated to be four years in duration, with a goal of implementing comprehensive community-based counternarcotic Alternative Development programming for Afghanistan targeting reduction in poppy production. Program focus will be on improving the productivity and profitability for targeted value chains selected from a diverse suite of options including wheat, high-value crops, and the livestock sector.

Essential Job Functions:

  • Represent (primary point of contact) the project with INL, the host government and donors;
  • Oversee capacity building Afghan partner entities, including Ministries such as the Ministry of Agriculture, Irrigation, and Livestock (MAIL), Ministry of Counter Narcotics (MCN), and Ministry of Rural Rehabilitation and Development (MRRD);
  • Oversee alternative livelihoods focused on the opium growers in up to six provinces in Afghanistan;
  • Serve as the strategic guide for program activities within all sectors – ensuring the program meets all required targets and anticipated results;
  • Oversee development and implementation of administrative and operational procedures; strengthen finance, operations, and grant/subcontracts management systems;
  • Supervise senior project technical and administrative staff.

Required Skills & Experience:

  • At least 10 years of progressively responsible international development experience in managing and implementing large agriculture and/or counter-narcotics programs;
  • At least 5 years of successful experience as Project Director or Chief of Party of large donor-funded technical assistance teams for projects of at least $20M, particularly in transitional and/or post-conflict countries;
  • Master’s degree in international development, business administration, or related field;
  • Extensive experience in alternative livelihoods development within a counter narcotics context;
  • Experience managing high-profile programs, including experience in engagement with senior host government leadership;
  • Demonstrated expertise in agriculture and alternative livelihood development, capacity building, and program design and implementation;
  • Excellent interpersonal skills and demonstrated ability to hold staff accountable for quality outputs and results as well as communication with external stakeholders such as governments, donors, etc.;
  • Professional fluency in English speaking, reading, and writing to a level 4 or native speaker;
  • Professional oral presentation and concise writing skills in English (required) Dari/Pashto (desirable);
  • Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues;
  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines;
  • Demonstrated ability to work collaboratively with other Contractors, local implementing partners, and teams implementing USG- and other donor-funded programs, including activities in different sectors such as infrastructure and democracy/governance;
  • Capacity to effectively deal with and resolve conflict;
  • Demonstrated ethical management approach;
  • Demonstrated team building and management skills.

Travel Requirements:

  • Up to 20%.

Physical Requirements:

  • Normal Office Conditions (90%).
