The MEAL (Monitoring, Evaluation, Accountability and Learning) Deputy Director will be responsible for overall management of operations for the HQ MEAL team. The Deputy Director will have primary responsibility for overseeing the implementation of the MEAL policies and procedures, the Beneficiary and Service Delivery Initiative (BSDI), Competency and MEAL curriculum development; and Accountability. Knowledge management and overall coordination of meetings will also fall under this position. Finally, this also includes overseeing allocation of staff time for technical assistance and proposal support requests.
MEAL Policies and Procedures
- Oversee implementation of the MEAL policies and procedures including liaising with Internal Audit on field compliance;
- Oversee MEAL self-assessment process for increasing country program capacity to comply with MEAL policies and procedures;
- Lead process for revisions to MEAL policies and procedures, including seeking buy-in from appropriate internal stakeholders and ensuring compliance with external donor requirements;
- Serve as agency point person for other MEAL related policy and procedure development. Beneficiary and Service Delivery Initiative (BSDI);
- Coordinate collection of beneficiary and service delivery data on annual basis for agency annual reports;
- Oversee analysis of BSDI data for trends and provide feedback to field;
- Consider future needs for and evolution of BSDI as it relates to new initiatives toward data management/aggregation and eValuate. Competencies and MEAL Curriculum;
- Oversee MEAL competencies development and integration into job descriptions and talent management for both generalist as well as MEAL specialized staff;
- Oversee development of MEAL curriculum for both generalist as well as MEAL specialized staff.
- Oversee development of tools and building capacity to promote greater beneficiary accountability in all programs;
- Promote industry thought leadership on accountability issues.
Technical Assistance Requests
- Serve as focal point for technical assistance requests including all phases of the project cycle (design, proposal development and review, project start-up/SMILER, baseline/mid-term endline evaluations);
- Organize events for training/capacity building of HQ staff on ProPack, SMILER, etc.;
- Present on MEAL to internal audiences (events at HQ for staff training and orientation).
Knowledge Management and Coordination
- Oversee management of MEAL sharepoint site;
- Oversee management of MEAL OneDrive site for HQ MEAL staff;
- Oversee organization and scheduling of MEAL meetings (biweekly HQ MEAL meeting, bimonthly MEAL advisors meeting and bi-annual MEAL summit).
- May travel up to 25% of the time;
- Performs other duties as assigned.
- Master's degree in development or a related social science discipline;
- Eight to 10 years' minimum of progressive international working experience in a technical and management role in overseas programs, with ability to lead a high performing team;
- Minimum of 5 years, in an emergency and/or development context, of international experience in developing and implementing M&E systems, including development of indicators, data collection tools and methodologies, data analysis, and data presentation;
- Demonstrated understanding and familiarity with resource acquisition and implementation of USG-funded programs, particularly food assisted;
- Understanding of the social development role of the church;
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;
- Ability to lead others in the development and introduction of new concepts and ideas, development of best practices and lessons learned;
- Excellent interpersonal, diplomacy, and negotiating skills. Proven ability to work effectively as part of a multidisciplinary and multicultural team, to influence change without direct authority, to work successfully in the field with people at all levels, and to manage conflict and move groups toward completion of an activity. Excellent organizational and planning skills. Self-motivated and able to work effectively under pressure;
- Excellent analytical, written and oral communication skills in English;
- Functional ability in French, Spanish or Portuguese (FSI 3).
