Job Background/Summary:

The WARO Technical Advisor (TA) for Gender will support implementation of CRS' Global Gender Strategy, which renews CRS' commitment to putting gender at the core of programming and ensuring equitable participation and benefit of women and men, girls and boys for enhancing program quality. The TA for Gender will focus on providing technical assistance for gender integration into anticipated Development Food Security Assistance (DFSA) project design and proposal development in Burkina Faso and Niger. In addition, the Gender RTA will assist country programs in implementation of their gender action plans (developed in August 2016 at a regional Gender Analysis ToT) in 12 countries (8 country programs) in the West Africa Region: Burkina Faso, Ghana, Guinea, Liberia, Mali, Niger, Senegal (including outreach to Guinea-Bissau, Cape Verde, Mauritania and the Gambia) and Sierra Leone.

Primary Functions:

  • Lead gender integration efforts into anticipated upcoming Development Food Security Activity proposals in Burkina Faso and Niger
  • Provide technical assistance and leadership to CRS West Africa country programs in the development, implementation and monitoring of their gender action plans

Key Responsibilities:

Gender integration in DFSAs and other funding opportunities

  • If not already completed, conduct a comprehensive literature review on gender dynamics in Burkina Faso (BF) and Niger, with special attention on where and how gender intersects with food insecurity, to identify further gender information needs. The review should touch on the gender analysis domains developed by CRS and consistent with USAID's ADS 205 "Integrating Gender Equality and Female Empowerment in USAID's Program Cycle"
  • Conduct a review of lessons learned on the integration of gender in the current DFAPs in Niger and BF
  • Integrate gender in BF and Niger field assessments, using the resources available in CRS' Gender Analysis Toolkit as necessary:
    • Advise on gender integration in assessment design, including creating and/or reviewing and revising sectors' data collection tools. Develop gender-specific data collection tools as needed and relevant, including key informant interviews and focus group/ PRA guides Advise on gender sensitization/training elements for enumerators and conduct data quality checks during data collection
    • Guide analysis of results to ensure gender nuances are highlighted, and/or lead analysis of results for gender-related elements
    • Draft or bullet key gender assessment findings
  • Advise on gender integration into BF and Niger assessment and design workshops and facilitate gender specific sessions
  • Develop gender specific sections of BF's and Niger's proposal, e.g. the Gender Concept Note annex, gender integration into the problem/situation analysis, gender workplans, gender strategy, and/or other gender specific programmatic activities, and budget for gender specific activities, incorporating Food for Peace's latest thinking as much as feasible
  • Review BF's and Niger's proposal drafts and assist technical leads with gender integration
  • Provide other strategic guidance and programmatic support on gender elements of the DFSAs as relevant, e.g. review and comment on draft RFA; submit questions on the final RFA, contribute to coordination meetings; assist gender actor mapping (with a view to identifying strong local technical gender partners); partnership development; research evidence-based approaches for inclusion in program approach, etc.
  • Apply the steps above to other strategic funding opportunities that may include a focus on gender equality and/or gender integration as a critical programmatic component or donor required criteria, as per availability and CP requests

CP Gender Action Plan implementation

  • Review WARO country programs' Gender Action Plans and work with those responsible to update them to reflect renewed priorities and timelines
  • Provide support to CP Gender Focal Points to assist with action plan implementation, including leading CP gender strategy development, audits, analyses, assessments and other studies as relevant and appropriate
  • Contribute to CRS' gender learning agenda as appropriate and relevant
  • Provide guidance in the use of relevant gender-related agency tools, approaches and frameworks
  • Promote learning and exchange between country programs, including with the development of a platform and regional gender working group
  • Identify and disseminate CPs' promising practices and innovations in gender equality and female empowerment, and support their refinement and scale-up in the region
  • Liaise with CRS Regional Gender Advisors from other regions and Technical Advisors in the Program Impact & Quality Assurance (PIQA) department through virtual and in-person meetings to ensure the sustenance of cross-regional learning for high impact programming in WARO

Representation, Influence, and External Engagement

  • As appropriate and in collaboration with HQ's Global Gender Advisor, network with organizations to build CRS' profile in gender equality and female empowerment
  • Attend relevant workshops organized by headquarters, consortia and country programs
  • Attend international gender conferences, preferably as a presenter of CRS work, as relevant

Key Working relationships:

  • Internal: Deputy Regional Director for Program Quality, CRS Heads of Programming, CRS Country Representatives, CRS country Gender Focal Points and other country staff; WARO regional technical advisors, HQ's Global Gender Advisor, and other CRS regional gender technical advisors
  • External: Collaborate with host country government gender ministries, other national and international NGOs, UN Agencies, USAID missions, local bilateral institutions, along with other funding agencies, local and US Catholic agencies as needed


  • Advanced degree in international development, gender/women's studies, or a related field
  • Minimum of 7 years of technical and/or programmatic experience in gender equality and women's empowerment, preferably in Africa. Experience in West Africa a plus
  • Demonstrated experience integrating gender equality and women's empowerment into Development Food Security Activity proposals, including gender transformative approaches and development of Gender Analysis Plans/Gender Concept Notes
  • In depth knowledge of USAID's gender-related policies, strategies, and proposal development processes
  • Track record of developing and implementing gender strategies and gender action plans, as well as gender audits, assessments, and analyses
  • Capacity to work closely, understand, and support local partners; experience collaborating with the government, local NGOs and church partners preferred
