Grants and Compliance Manager

POSITION SUMMARY

The Grants and Compliance Manager in Bishkek will manage the grants administration function of Freedom House’s USAID (United States Agency for International Development )-funded program in Kyrgyzstan and ensure program compliance with relevant USAID and Freedom House regulations. S/he will lead procurement, facilitate the grant cycle process, provide reporting and budgetary guidance for sub-grantees, ensure project compliance, and provide additional technical support where necessary. This position is based in Bishkek, Kyrgyzstan and reports to the Project Director.

MINIMUM QUALIFICATIONS

  • Bachelors’ degree in international development, economics, finance, business administration or related field;
  • Minimum 5 years of experience managing grants with an international Non-Governmental Organization or Kyrgyz development organization;
  • Minimum 3 years of experience working in human rights or civil society in Kyrgyzstan;
  • Knowledge of and commitment to the cause of advancing human rights and democracy;
  • Demonstrated ability to manage the grants administration process to include grant design, deliverable management, project performance assessment, capacity building, disbursements, budgeting, and reporting;
  • Knowledge of the U.S. Government (USG) grant requirements and regulations, and working knowledge of USG Circulars;
  • Advanced ability to communicate effectively in English and Russian, both orally and in writing; knowledge of Kyrgyz would be an added advantage;
  • Experience providing technical assistance to local organizations in Kyrgyzstan;
  • Experience in transferring skills and knowledge to other staff;
  • Excellent organizational skills and ability to determine priorities and meet multiple deadlines;
  • Detail-oriented with good multi-tasking abilities and communication skills, both oral and written;
  • Able to work well within a team and independently, in a challenging and fast-moving multicultural environment;
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times.

PRINCIPLE DUTIES AND RESPONSIBILITIES

  • Oversee grant management programs, assuring that all assistance provided under the award is technically sound and appropriate, and in compliance with relevant USAID and Freedom House regulations;
  • Ensure full compliance of administrative, procurement, Human Resources activities with Freedom House rules, regulations, policies, and strategies;
  • Lead the procurement process for all contracts and goods purchased with project funds, ensuring compliance with all Freedom House and USAID regulations and requirements;
  • Manage and disburse subgrants, support and monitor subgrantee implementation, and close out processes;
  • Adhere to USAID-approved Grants Management Plan; Freedom House’s grants management policies, procedures, and practices; and secures full compliance with USAID rules and regulations;
  • Support and provides post-award guidance to subgrantees including basic terms of signed agreements, reporting schedule, and documentation for allowable costs;
  • Review and approve all financial and program reports from the subgrantees to ensure compliance with USAID rules and regulations;
  • Coordinate with technical staff in Bishkek and Washington D.C. to ensure that each grant awarded meets approved milestones on timely basis and maintains budgetary and reporting requirements, provides training on proper management procedures to sub-awardees as needed;
  • Lead day-to-day aspects of donor reporting processes to ensure the timely submission of high quality programmatic reports, and coordinates with colleagues in Washington D.C. to ensure timely submission of budget modifications and financial reports;
  • Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal Freedom House documentation;
  • Build grant management capacity of field staff by facilitating training and individual support;
  • Other miscellaneous related duties as assigned.

Physical Requirements:

Sedentary, regularly required to sit for extended periods of time; constantly talk, hear and understand speech at normal levels using a telephone. Occasionally required to stand, walk, and bend over, reach overhead, use hands, wrists and fingers, to grasp, push, pull, move, handle, feel, and type. Constantly required to use close vision and distance vision for regular computer work. Occasionally required to lift and/or move up to 25 lbs. to waist height
